HARTFORD — Two local men face gun charges after a shooting that prompted a lockdown at two schools on Thursday, according to police.

Elliot Guzman, 23, of Woodstock Place in East Hartford, was charged with unlawful discharge, carrying a pistol without a permit, possession of a high-capacity magazine, first-degree reckless endangerment and interfering with police. His bond was set at $500,000.

Angel Velazquez, 25, of Stonginton Street in Hartford, was charged with unlawful discharge, carrying a pistol without a permit, possession of a high-capacity magazine and first-degree reckless endangerment. His bond was also set at $500,000.

Shortly after 10 a.m. Thursday, patrol officers were dispatched to the 60 block of Van Block Avenue for a report of a suspicious person with a gun and immediately canvassed the area and talked to potential witnesses, Lt. Paul Cicero said.

While talking with security officers at the Kinsella School, on Van Block Avenue, police received another call to dispatch that said two men had fired several rounds near Stonington Street and headed east through Colt Park.

Kinsella School and the nearby Sports and Medical Sciences Academy on Huyshope Avenue were put into a “code yellow” lockdown “out of an abundance of caution,” police said.

This protocol locks down the school’s entrances and exits until police deem it safe to unlock them.

One patrol officer en route to the call spotted two men matching the description provided by witnesses. Police said the men — later identified as Guzman and Velazquez — ran toward Van Block Avenue and Massek Street when they saw the officer.

Both men were detained.

Velazquez had a Glock with a high-capacity magazine in his possession at the time of his arrest, police said. When Guzman was taken into custody, police said, he had a 50-round drum, with 20 live rounds in it. Neither of them had a pistol permit, police said.

Officers found two spent casings when they checked the area where witnesses said the pair fired off several rounds, police said.

Once a second canvas of the area was complete and no additional concerns were found, the lockdowns on the schools were lifted at noon.
