    U.S. Senator Richard Blumenthal, D-Connecticut, and Ricky Evans, the owner of  Ricky D's Rib Shack in New Haven, talk with reporters Wednesday about the federal Payroll Protection Program. Blumenthal visited Evans' restaurant in an effort to urge that the $130 billion that remains in the program be focused on small and minority owned businesses. The pandemic has shuttered at least 600 eateries. The head of CT's Restaurant Association predicted 1,500 or more could go in the coming weeks. By Alexander Soule
