Lawyer proposes condo complex

Donald Wharton II is seeking permission from the Zoning Commission to build the complex on land his family bought in the 1980s.

He said he has long considered building a small multifamily residence on the property, but now that the town can offer sewer service, the land is suitable for a larger project.

Wharton would extend a 1,350-foot sewer line to service his proposed $5 million, five-building complex of 10 three-bedroom units and 13 two-bedroom units. One building will have three handicap-accessible units on the ground floor.

There will be two-car garages underneath the condos, and a playground and community room for residents, he said.

Wharton anticipates the affordable two-bedroom units will sell for between $165,000 and $180,000 and the affordable three-bedroom units for between $215,000 and $235,000. The other units will range from the upper $200,000s to the low $300,000s.

Zoning Enforcement Officer Laura Regan said she has done a preliminary review of the plan and "it still needs a lot of work."

An affordability plan, details on emergency vehicle access, and other details are missing. The project may also require an excavation permit, she said.

Regan said the commission has limited jurisdiction in affordable housing proposals. If a project is denied, the burden of proof falls on the commission.

Wharton would like to break ground in the spring.

"Everything looks like it's going semi-smoothly," he said.
